Introduction

Innovation and technology transfer play a crucial role in the management of public organizations and are essential to adapt to the rapidly changing environment and remain competitive. Moreover, technology transfer enables public organizations to acquire and implement new technologies to improve their performance and service delivery (Carayannis & Campbell, 2009). In this context, effective management of innovation and technology transfer is critical to the success of public organizations.

One of the main challenges is the lack of a supportive organizational culture (Alam & Perry, 2002). According to West & Farr (1990), organizational culture plays a crucial role in shaping the behavior of employees and facilitating innovation. Furthermore, it is necessary to have a culture that supports the adoption and implementation of new technologies to ensure successful technology transfer.

Collaboration and partnerships are also critical in managing the public sector. According to Carayannis & Campbell (2009), collaboration among public organizations, private firms, and academic institutions can facilitate knowledge sharing and technology transfer. Furthermore, partnerships can help leverage resources and capabilities to accelerate the adoption and implementation of new technologies.

Therefore, effective management is critical for the success of public organizations. It requires a supportive organizational culture, effective leadership, and collaboration and partnerships. The challenges in the public sector can be addressed through a systematic approach that emphasizes the importance of these critical factors.
